Observing system calculator layout 4

Compose a CO2 observing network and see what it costs per year and how well it would constrain fossil emissions, continental net land fluxes and ocean basin sinks. The arithmetic is the envelope of ghg-observing-system-envelope.md: every observing component is an estimate with a random part that averages and a coherent part that does not. A study, not an inversion.

All zero removes every observing component and keeps targets and regions; reset restores network, targets and regions. Constants have their own reset.

Fossil figures are for a typical high-emitting country (a square of side km). Verified is the atmosphere alone, independent of the inventory; the combined figure includes the inventory. Towers needed is the density per 1000x1000 km of high-emitting land that would verify the fossil target; floor means the shared transport bias is already larger than the target, so no density reaches it. Where a continent's net is near zero (fossil and sink nearly cancel) a percentage means nothing and the absolute target applies.

Yearly cost

Planning figures in M EUR per year; change the unit costs on the Constants tab.

Changed values are outlined. They apply to every calculation on the Network tab.
